The Philippine Coast Guard (PCG) had an arrangement with Malayan Towage and Salvage Corporation, a private company engaged in salvage and pollution control services for the transport of this equipment to pollution site since PCG has no dedicated MARPOL vessel.
The Commander of the three (3) Coast Guard Districts where the equipment and oil spill response team were attached is authorized to utilize these assets in their area of responsibility in coordination with the Director, National Operations Center for Oil Pollution (NOCOP).
? Maintenance and Operation
The OSPAR equipment is maintained by NOCOP through its Marine Environmental Protection Office (MEPO) that were assigned with Coast Guard Districts.
? Data Base Network
The PCG through NOCOP submits information on local oil spill incident to the Focal Point of ASEAN OSPAR in Jakarta, Indonesia using the Maritime Incident Reporting System for ASEAN Region (MIRSAR) guides.

b loaded and manned OSPAR Manila equipment aboard Malayan Towage barge "ATLAS"
c utilized OSPAR Manila solid boom and skimmer during MARPOL Operations Demonstration in Manila Bay (Phil Navy Day), Puerto Princesa City, Palawan (Environment Month) and Boy Scout Centennial Jamboree Dakaka, Zamboanga del Norte
d utilized the OSPAR Cebu equipment during the RP/RI/Japan MARPOL Exercise in Camotes Island, Philippines.
